CEPA Basics

What is India-UAE CEPA?
The Comprehensive Economic Partnership Agreement (CEPA) between India and UAE, signed in February 2022 and effective May 2022, provides duty-free or reduced-duty access for thousands of Indian products into UAE. In FY25, 122,036 Certificates of Origin were issued under CEPA — up 24.7% year-on-year — covering $19.87B in exports.
Which products are covered by India-UAE CEPA?
UAE eliminated duty on 97.4% of Indian tariff lines under CEPA. This includes fresh produce (mangoes HS 08045020, coconuts HS 08011920, onions HS 07031010), medical consumables (nitrile gloves HS 40151200, surgical gowns HS 62101000), textiles, engineering goods, chemicals, and more. Each product is identified by its HS code — verification against the CEPA schedule is required before filing.
What is the CEPA duty rate for fresh produce from India?
Most fresh produce from India qualifies for 0% duty under CEPA, versus the standard MFN rate of 5%. On a AED 300,000 shipment, this saves AED 15,000 per shipment. Jazline verifies your HS code against the CEPA schedule before every filing.
What is the CEPA duty rate for Indian medical consumables in UAE?
Most medical consumables including nitrile gloves (HS 40151200, 0% CEPA), surgical gowns (HS 62101000, 0% CEPA), and many other medical devices qualify for preferential duty under CEPA. The rate varies by product — Jazline verifies your exact HS code before booking.
How many exporters are actually using CEPA?
Only approximately 15% of eligible Indian exporters are actively claiming CEPA preference — meaning 85% of the potential base is still paying full MFN duty. 122,036 COOs were issued in FY25, up 24.7% year-on-year, but total CEPA utilisation remains far below the eligible universe. This is why CEPA Form-I expertise is so valuable — most exporters don't know they qualify.
When did India-UAE CEPA come into effect?
The CEPA came into effect on 1 May 2022. Shipments from this date onwards are eligible for CEPA preferential rates. The agreement is reviewed annually, with duty rates adjusting on a phased schedule — Jazline monitors changes and updates every filing accordingly.

CEPA Form-I

CEPA Form-I

What is CEPA Form-I?
Form-I is the Certificate of Origin under the India-UAE CEPA. It proves the goods originate from India and are eligible for the preferential 0% duty rate. It must be issued by an authorized Indian body — APEDA, FIEO, EEPC, or other designated agencies depending on the product category — and submitted to UAE customs at the time of entry declaration.
Who can issue CEPA Form-I in India?
Authorized bodies include APEDA (for agricultural and processed food products), FIEO (Federation of Indian Export Organisations), EEPC India (engineering products), and other designated agencies. The correct issuing body depends entirely on the product category and HS code. Using the wrong issuing body is a common rejection reason — Jazline verifies the correct body for every shipment.
Can I file Form-I after my shipment has left India?
No — Form-I must be obtained before or at the time of export. Retroactive certificates are not accepted for CEPA preference at UAE customs in most cases. This is why pre-filing verification before the vessel departs is critical. Jazline files in-house and coordinates within your booking timeline.
How long does CEPA Form-I take to process?
Typically 24–48 hours once all required documents are submitted to the issuing body. Jazline files in-house and coordinates this within your booking timeline — we give you a document checklist at booking so nothing is delayed.
What happens if Form-I is rejected at UAE customs?
The shipment is assessed at the standard MFN rate (usually 5%). You cannot easily get a refund retroactively. Your buyer is left paying a duty they were promised they wouldn't pay — and they blame you, not the forwarder. This is why correct filing the first time matters. Jazline has 40+ filings with zero rejections — and offers a CEPA Form-I Accuracy Guarantee.
Does Jazline file Form-I directly or through an agent?
Jazline files Form-I in-house — not through an agent. We have direct access to the filing system, pre-verify all documents before submission, and coordinate with our Ajman office to claim the CEPA preference at UAE customs. Most forwarders outsource Form-I — they cannot guarantee what they don't control.

Who submits Form-I at UAE customs?
The UAE importer or their customs agent/forwarder. Jazline's Ajman office submits Form-I on behalf of our clients at the UAE end — included in our standard service at no extra charge.
Which UAE ports accept CEPA preference claims?
All UAE ports — Jebel Ali (Dubai Customs), Ajman Port, Abu Dhabi Khalifa Port (KIZAD), Sharjah, and others. Jazline handles CEPA clearance at Jebel Ali and Ajman through our own Ajman office team.
Does the CEPA Form-I need to match the Bill of Lading exactly?
Yes — product descriptions, HS codes, quantities, and shipper/consignee details must be consistent across all documents: Form-I, commercial invoice, packing list, and Bill of Lading. Any mismatch is the #1 rejection reason. Jazline cross-checks all four documents before filing.
Can I claim CEPA retroactively on a past shipment?
In very limited cases, with a retroactive Form-I from the issuing authority and specific application to UAE customs. This is rare, time-consuming, and often unsuccessful. Always file before shipment — retroactive claims are a last resort, not a strategy.
Can a UAE importer claim CEPA, or only the Indian exporter?
Both parties are involved. The Indian exporter must obtain the Form-I certificate from an authorized Indian body. The UAE importer (or their customs agent) submits it at UAE customs to claim the preferential rate. Jazline handles both sides — we coordinate Form-I with the Indian exporter and submit it at UAE customs through our Ajman office.
How do I know if my CEPA claim was accepted?
You receive the customs entry document showing 0% duty charged — versus the standard 5% MFN entry. Jazline sends this confirmation document to clients via WhatsApp on the day of clearance.

CEPA in 2025–26: Market Trends

How has CEPA utilisation changed in 2025?
CEPA utilisation grew 24.7% year-on-year in FY25 — 122,036 COOs issued, covering $19.87B in exports. But utilisation is still only approximately 15% of eligible exporters. The remaining 85% are paying 5% MFN duty on shipments that should qualify for 0%. As awareness grows, so does the demand for forwarders who can file Form-I correctly.
What impact has the US tariff situation had on India–UAE trade?
The 2025 US tariff increases forced many Indian exporters to urgently reroute toward UAE — the primary alternative market. UAE has Indian diaspora presence, CEPA duty-free access, and established re-export corridors to Africa and Europe. India–UAE non-oil bilateral trade grew 34% in H1 2025 — the fastest pace since CEPA launched. These newly redirected exporters need UAE-side partners with CEPA expertise today.
Is India–UAE trade on track to hit the $100B target?
Yes — and ahead of schedule. Non-oil bilateral trade hit $100B in FY25, two years ahead of the 2030 target originally set. The $100B non-oil trade target was reached in 2027 projections but arrived in 2025 due to the US tariff displacement wave and CEPA acceleration. Every billion added to the corridor means more shipments, more Form-I filings, and more opportunity for CEPA-capable forwarders.
Why are fresh produce exports to UAE growing so fast?
India–UAE fruit exports grew 27% under the FTA/CEPA framework. UAE is now a top-2 destination for Indian mangoes, bananas, coconuts, and onions. The combination of 0% CEPA duty, growing UAE Indian diaspora demand, and HORECA sector growth is driving this. The bottleneck is no longer demand — it's cold chain integrity and CEPA documentation. Jazline addresses both.
Are SME exporters using CEPA and what's changing?
A UAE–India CEPA Council for MSMEs was established to specifically onboard smaller exporters. Abu Dhabi Chamber reported 10.3% more MSME COOs in 2025. These are first-time CEPA users with no existing forwarder relationship and no knowledge of Form-I process. They are the highest-conversion audience for a CEPA-specialist forwarder with a content hub — and the most likely to have Form-I rejected without specialist support.
What is the CEPA review schedule and are duty rates changing?
India-UAE CEPA has an annual review mechanism where duty rates continue to reduce over the phased schedule agreed in 2022. Most produce and medical consumables already hit 0% at launch. Some products have phased reductions — check the current schedule for your specific HS code. Jazline monitors CEPA schedule updates and communicates changes to clients proactively.
